The boiler pump would run only when the boiler fires. An Aquastat keeps the water in the buffer tank between 140-180. Maybe you can use outdoor reset to change the max temp of the tank as outdoor temp changes, but you don't want to go any lower then 140° so there's no condensation in the boiler and you can supply BTU's to the Phase III when it calls. All the other pumps will be secondaries off the buffer tank. Now the boiler will have a large mass of insulated water to heat up and not short cycle.
