Actually, you need 24 gpm on high and can pump less with no problem for high fire, the 0010 will pump more than you need at low fire. Two 007's do the same as one 0010.

The 0012 isn't failing because it pumps too much, that doesn't bother it. The problem with the 0012 is that it has no pressure to pump against, so is unloaded and floats back and forth on an unloaded bearing surface making noise and failing. Putting the tank in would give more resistance to the 0012, so that is good, although the 0010 would do the job if you will run the boiler on low fire most of the time. The only time high fire will be needed is during the coldest month and all zones are calling for heat.
