I think that the circulator on the main above the boiler stops when the boiler is satisfied instead of running until the thermostat is satisfied. Thus the main never gets to a satisfactory temperature.

If 200 water in the boiler subloop continues to mix with the main water in the main loop until the main loop reaches temperature, there won't be the problem.

It is a control strategy problem which needs rewiring.
