The inlet gauge is vibrating. As the only thing that would cause the gauge to vibrate is something that could vibrate, it is probably the circulator making pulses into the boiler - perhaps dirt in the impeller or other problems? Nothing else moves.

The thermometer is miscalibrated or bad.
