Your heat estimate is probably closer to 50,000 btuh, which makes the boiler oversized; but not so grossly bad that it would recycle that fast.

You are probably right that the circulator is not able to get the heat out of the boiler fast enough. You can check that by taking a thermometer reading on the piping returns to see if the water temperature comes back much lower than 20F than when it leaves the boiler. If the water is leaving at 180F and coming back at 120 F, then the circulator is not moving enough water. It isn't a circulator problem then; but moreso a piping length of the circuit.

Check the chart here to see if the circuit length measurement exceeds the pumping ability of the Taco 007.

If so, the circuit can be split into two circuits to ease the resistance so the full amount of 8.5 gpm can pass from the boiler.
