New main vents, rmoved vents - no steam

The vents are up top where the hot water vents had been. I have all of the vents wide open.

Yes, I do mean the sections. I have replaced all of the vents and have taken them off with the system running at one time or another, but never until steam came out. I have the vents off right now, waiting for steam. System has been on for 30min and, while seemingly more sections are warm, last sections are stone cold.
