Vents should be mounted low for steam. Steam rises and fills the radiator pushing the air out low. Up high the steam will shut the vent with the bottom half of the radiator still full of air. There should be a cast boss down low where you drill and tap. You have a bigger problem. Try closing and reopening your valve and see if it changes the air flow. If so the valve is probably ok. Make sure that the radiator is level or a slight pitch down to the valve. And follow the piping back to the boiler making sure it runs downhill the whole way. You have water or solids built up to block most of the flow and the steam condenses before it can fill the radiator from low flow and the blockage, especially water will cool it.
