Sure the valve is open? Don't pitch the radiator more than slightly, if real old there may be a lot of sediment. If you can, pull the radiator out of place and see if you get steam, and open valve bonnet if possible to see if disc has fallen or it's full of sediment. If you don't get steam, make sure your horizontal piping has at least slight pitch down to the boiler. You can raise both ends of the radiator to help or lower the bottom of the riser possibly. If it is blocked piping, you could duct tape a hose to the pipe and try to flush.
