I'd get the better valves for other reasons, better shut-off, life etc. Make sure any main vents in the basement work. Are the vents down low or mounted on top where hot water vents had been? Make sure valves are wide open at all times. Is your boiler cycle long? Switch vents and also remove a problem one completely and screw in when you get steam, be careful - shut valve if you have a problem and wear a glove etc. Variable vents can work if you have enough cycles to be venting enough. By coils, I assume you mean sections that go along the wall.
