As it is a steam boiler, it should only have water up to about half the sight glass inside the boiler and none higher in the system. Leaving the power off with the boiler switch off, you can remove the pipe and cap it as you describe. If the gauge reads 3 psig without the boiler burner on, you should replace it so it reads zero.
