old radiator pipe removal

I have a radiator pipe in my kitchen that is capped. It sticks up through the floor about 6". It used to be connected to a small radiator. It is now capped with a plug (square top for wrench). We will be renovating the kitchen and the pipe needs to be removed. What is the process for removing a short section of this pipe? It is easily accessible in basement. Looks like i can easily cut it off in basement and re-cap it. Or cut it close to 45 elbow which is connected to T fitting of larger pipe, then unscrew the left over cut piece from the 45 elbow, then screw a plug into the 45 elbow. What is the process for shutting down boiler, re-starting, re-pressurizing, etc? I am sure i will need to close the water supply valve. It is a relatively new Crown model JBF-72EID using natural gas. PSI now reads 3. It has not operated in 2 days. Thank you very much. -emilio Asheville, NC
