Check for a flow restrictor on the bath fill to see what the rate is. Seems when the shower and bath are used at the same time, the water problem appears. Children can make a factory boiler run out of water, and contest, not cooperation to do a series cleaning is the norm. You can perhaps get 50 gallons of water through the heater in ten minutes with that combination, and with the Intellicon optimizing the lower boiler temperature for milder March weather, the problem can appear.
