Yes, the burner will turn on and off as most do without being able to modulate to keep it running long.

Add a tank as here:

and you can make hot water and heat without any such concerns.

Add more baseboard to have the system average water temp kept below 140F and you can use a condensing boiler to gain the maximum fuel savings.
