It's amusing to see someone applying the shopping techniques learned from marketing people over the past 50 years being applied to antique steam systems. You aren't going to find high-tech aluminum and stainless steam boilers for homes, mostly samo cast-iron. Boiler manufacturers can claim efficiencies over 80% when they test steam boilers as if they were water boilers running at 140F water temperatures, which means they wouldn't be making steam at 212F.

What it comes down to is finding a replacement piece of iron to be installed properly by someone who can read the instructions that come in the box with the boiler as to Hartford loop height and placement. If you can find someone locally who still does this regularly, consider it luck. I will probably cost as much as running new copper pipe for a new hot water boiler at 94% AFUE efficiency without him having to remove the old pipes.
