Your statements lead to the evidence your steaming rate sending steam up into the radiation is faster than the water can return. An alternative idea is that the boiler is throwing water up into the pipes because of dirty water, bad piping, or not enough water in the boiler design to steam until the water comes back.
All this depends on how well the boiler was installed according to boiler manufacturers written instructions that came with the boiler; so you might have to identify the boiler make and model.
