Too small usually means the the boiler doesn't ever heat all the radiators and doesn't shut off the burner ever.

It is possible that the interior volume of the boiler water vessel doesn't contain enough water to fully steam the system without running out of water. There are some ways to improve that.

There are also the reasons that were listed in my first post responding to your question.

Your heating person has to see what the cause is in your home.
