That can be the cause of your relief valve dripping. If the pressure reducing valve is located near the point where the pressure drops it can add water at that point when the pressure drops. The relief then dumps water from excess, then the pressure drops making it add water ... repeatedly.

This is the way the boiler should have the circulator related to the expansion tank and fill.
