Given the choice, I'd go with full condensing of the Ultra, as there is no future problem with techs not understanding what's going on; other than to do what the factory says. For a $1500 difference in the final price over a new 15% better cast-iron boiler and 25% over the boiler you have now, I'd take the 15% immediate efficiency improvement of the Ultra over the new boilers, with the built-in modulation maximization.

There is no benefit in putting in a new boiler with a damper that would be pretty close to what you would get out of just a damper, repiping to loop-subloop and an outdoor reset added to your Weil.
