If you have an outdoor reset control, your boiler should not be hitting the high limit. An O. Reset should only allow the boiler to get to max temp on the coldest days of the season. Even without a reset control, the burner should stop once a thermostat is satisfied. Sounds like something is not wired right, or the aquastat is set wrong.
DOes the aquastat have a low limit thats been turned up too high with a a wide differential set so it runs to high limit all the time?
