Check wind conditions when it happens. Chimney is 3ft through roof and 2ft above anything within 10ft? Higher if wall at 12ft, etc. Is the Btu/hr output matched to the liner size with elbows and horizontals? It may be borderline. Get all the Installation Manuals for the boiler, damper, liner, etc. and read them.
