Zone Valve

My house has hotwater baseboard in four seperate rooms on one thermostat (in living room). Each room has a baseboard running under the window. The piping to each base board is parallel. No baseboard is in series. The baseboard in one (family room) of the four rooms does not heat properly.
The solution presented to me by a plumber was to install a single zone valve on the piping going directly to the room (family room) with the baseboard that does not heat properly. A second thermostat would also be installed in this room (family room).
I do not see how this solution will solve the problem.
How can one single zone valve work?
Any thoughts?
