The baseboards that are currently fed by 3/4 inch pipe all have 1/2 inch returns. This setup has been in place for over 50 years. These rooms are heating properly.
The baseboard in the room that does not heat properly is currently fed by 1/2 inch pipe and has a 1/2 inch return.
It would not be very difficult to change the feed from 1/2 inch to 3/4 inch. It would take considerable work (not impossible) to change the return from 1/2 inch pipe to 3/4 inch pipe.
