Well, the house sounds like yours will have higher bills than lots of people. Masonry bldgs have low R-values, and it is large. The radiators should bet hot though. Time the meter if you can, try to look up above the burners, and into the top to see if the boiler looks sooted. Look up the chimney with a mirror. Do you have a pump on one of the pipes coming out of the boiler? Do you have two large pipes hooked to each radiator and an expansion tank in a closet off the upstairs bathroom that has an overflow pipe sticking out of the bldg? If a pump; try to see if the pump coupling is broken and it's turning once boiler is warmed up. See if the temperature gauge on the boiler seems to work.
