Since this was getting lengthy, I e-mailed a list directly, including timing the boiler from On to Off to On for a couple of cycles.
If it is short cycling it is either not getting enough water flow or a controller is bad. As Mike said below, flow could be from a bad pump impeller or a closed valve. Make sure that all the valves in the heating lines are wide open, including at the radiators. When you start up feel the piping going from the top of the boiler to the radiators and feel for flow of heat when the pump starts also.
