If you hear no water rushing into the system and you see no pressure rise on the boiler gauge, it is probable that the pressure reducing valve (PRV)screen has clogged, or the PRV has failed. Look there first. Some PRV's have a hex plug on the bottom that contains the inlet screen. Look there to see if the valve is plugged with dirt. If there is any doubt, it is simpler to replace the entire valve so there would be no worry whether it works or not.

A hose attached to the boiler drain can also fill the system, just make sure you do not bring the pressure over 25 psig during the fill to prevent dumping water from the relief valve on the boiler.
