: This valve can be opened and closed manually and It has a little water spout on the side with a cap on it that can be opened (I dont know what is the spout for).

*** The little cap on the side of the valve permits water to be drained or air removed during service.

: I have a two floor 50x30 high ranch how many gallons is the approximate capacity of the system?

*** residential systems usually contain less than 35 gallons of water, including that in the boiler. Many systems have less than ten. Watch the boiler pressure gauge to see if it is filling - the water pressure will rise. If the boiler gauge doesn't rise, but the relief valve dumps water, replace the gauge, it is important.
