Do you have loops that open up quickly, such vetalation coils that all open up at the same time i.e. at morning start up try staging them or slowing your control valves downso your load changes are not so sudden. You may also consider going to a different type of boiler like a Parker or Bryan with a bent tube design that can handle the temperature changes better
