A burner control normally wouldn't allow a burner to run for 10 seconds if malfunctioning; that is too long to allow gas to flow without igniting. The timing is usually a max of 1.5 seconds.

The short cycling is more likely due to mild weather and the thermostat starting a cycle, then shutting down quickly. That can be more common with electronic thermostats that sense within a 1 degree range.

A thermostat would close to turn on the pump relay for that zone, the heat in the system would quickly raise the room temperature from the warm system water, which would open the thermostat in quick cycles.
