The AFUE efficiency standards were published by GAMA since the late 1970's energy crunch. 1989 was just before all had to be 78% AFUE or better, a damper was added to reach that. If you want to up the efficiency, add the factory damper set you can get from the local supplier that carries Utica, using the factory wiring diagram from later models that have the damper.
