I can't think of a residential installation where it would be OK to have closed valves blocking the expansion from the tank to the boiler during operation, as the idea of having nothing isolate expansion absorbing tanks is a reason there is only the requirement for one relief valve at and on the boiler alone.

If such blocking occurred, it would be opened after service or removed, rather than adding another relief to the system. That was one reason for a code preventing installation of an isolating valve for tank removal and service decades ago, though it could happen now. I suppose there could be a commercial application with that happening.
