Cold start it; the waste of energy from keeping it hot half the year in the warm weather isn't worth the money. The recovery will be at the limit of the coil, about 70,000 btuh; that will heat a completely cold tank in less than half an hour. The tank will never be cold unless you deliberately get that way by turning the boiler off.
On demand of the tank coil, the boiler will go to the high limit unless the HeatManager keeps it lower; so no need for a low limit control.
