Considering that the relief valve is supposed to blow at 15 psig you are having a 'near death experience.' Make sure the relief valve is replaced. Check that the gauge is correct. The pressure in a residential system has a 'rule-of-thumb' for pressure setting:

"For every half-mile that your top-most one-pipe steam radiator is above the boiler, increase the boiler pressure 1 psig."

The vents on a one-pipe system are crushed over 4 psig, so that may be why steam isn't shooting into each room.
