You didn't add that you installed an outdoor thermostat to make the burner stay on low until freezing, so that would extend the firing time.
With the outdoor stat, you could control a relay with two sets of contacts so the relay cuts in the high fire and cuts in the Heatmanager around freezing. That would handle the hire fire and prevent the continual overlapping demand driving the boiler to the high limit when below freezing.
