Yes, you can use the 3/4 circulator with no problem on a 1-inch line. The 3/4 flange is just there for convenience as the most popular size.

BTW, that is the most ancient of questions, as old B&G coupling-type circulators were identified for purposes with flange sizes to satisfy required flows. That hasn't applied for half a century. The Taco 007 flow rate is as on their charts with 3/4 flanges for particular resistances which require knowing the circuit distance as well as the tubing diameter.
