Maybe the nozzle was downsized to save fuel but this has underfired the boiler. What make of burner is on the boiler. You should find out the right size for this burner/boiler combo. Greater heat will bring the boiler up to temp fast so it can shut off sooner. You probably need a 1.00 or a 1.2 nozzle but pump pressure and all air settings must be checked also. Get a pro in there.
