With a .85 nozzle and #2 fuel oil, the input is just 119,000 BTU. That may or may not be enough.
Sounds like you need to get a GOOD professional in to look at the burner and the boiler. There's
a very good chance you're not getting all the heat you're paying for. A properly tuned burner will
never plug up the boiler passages.
Two hours sounds like way too long to come up to temperature unless the boiler is drastically undersized,
and the lower temperature isn't all that good for your boiler. Having everything properly cleaned
and adjusted might have everything working as it should - try that first.
