Just a suggestion, like you said get the tank hooked up first, but look into a tekmar 261 control first. I would think you want the control to bring on 2nd stage when it needs it, regardless of what the outdoor temp is. The 261 controls a 2nd stage by seeing how slowly the water is heating up to see if it needs to fire stage #2. The overall boiler temp is driven by the outdoor reset. You may want to think about putting in a plugged Tee soemwhere in the near boiler suppy piping to make it easy to install a temp sendor for the control later. But check into Locknivar's O.R. also. They might have a reset control that plugs right into their boiler.
