The importance with any boiler is proper sizing. That is where the most fuel saving comes to play. I have installed many 84% Burnham boilers and saved the customer 25 - 40% without any other controls. The other most important issue is proper system piping. I was on a job last year where high fuel bill was the issue. The application was p/s piping with alot on old radiators and 7 zones. The boiler was properly sized. Part of the house would not get to temnperature and boiler never shut down when winter hit. P/S improperly piped caused the problem. Repiped and so far this year about a 30% savings from last year and the season was colder this year than last season.
Lastly AFUE efficiencies for boilers are a bust. They are not accurate as AFUE was designed for warm air furnaces. The powers to be are working on a better way to determne AFUE on boilers. We will wait to see what effect it has on our presant numbers.
