That's right. The AFUE test takes an importance of the time it takes to cool down the boiler mass. The lower the mass, the faster the cool-down, so the DOE AFUE procedure favors lightweight, either sheetmetal furnaces or copper-tube boilers. The DOE testing was another foot-shooting spree by the US boiler industry. The new IBR 2000 low-temp test at 110F is a step toward improving their picture - but too late.
