If the fuel company uses a combustion test kit and can not get a decent 75% or better combustion efficiency, then it might be worthwhile to get a new boiler, otherwise the tankless coil can be replaced IF the coil can be removed without damaging the way it is fastened. Removing the coil sometimes loses the studs or fastening method in the boiler, so can't be replaced.

This doesn't mean you can't add an indirect water heater to the system to make up for the missing coil to make hot water.
