So by your reply I take it you don't think much of this product : Supposedly, the Heat Manager is intended to monitor and adjust system temperatures to act similarly to outdoor reset controls (without the outdoor sensor) and to space heat cycles so there is less wasted fuel due to short cycling and overheating during cycles. It can prevent the multiple-overlapping-demand due to zoning part of the radiation out of the system. Inasmuch as an outdoor reset can help, so can the Manager.
