So it is properly sized for oil tankless hot water, or is properly sized for gas heating only, or it is properly sized but has 4 small zones that come on and off at random, some with slab heat and some with baseboard. Depends on the system. If it was properly sized with a variable burner boiler on a constant circulation multi-zone with non-electric zone valves - then no. If it was on the usual impress-your-customer-with-sheer-size-so-it doesn't-have-to-work-too-hard boiler in a multi-zone-valve system, then yes.
