Did you pipe the toe kick is series with the radiator or did you simply tap off of each supply and return pipe? This won't work with stright "T"'s. You must use monoflow fitting or a diverter valve to force the hot water to go into the kick. Path of least resistance for the water is to continue straight to the radiator.
