Why does this old boiler have two thermostats?

Where am I supposed to go to learn about things like this -- our old boiler (gas-fired, hot water radiator heat) works fine. But it has a built-in themostat and I have no idea what to set it for, and there's also a newer thermostat clamped onto a pipe (inflow? outflow?) and I don't know what to set it for either.

It's a one-zone house, so I'm not sure why we have two thermostats... how do I learn what to set them for, and then what to reset them to when spring comes, etc.?
