It seems that you have two aqastates on the boiler and not thermostates. They are used to mesure the temp. of the water. It could be that a new one was added onto the boiler cause the old one was not working properly or that one is used as a high limit and the secound one as a low limit.
Check with your locale License plumber to make all setting cause you might reverse setiings causing a dangerous condition
