it actually didn't work until closing/opening the shutoff valve

Sorry..my description wasn't very clear about this. When the plumbing guy came over, he took off the valve to speed up the heatup process. The pipe was hot until it reached the shutoff valve; the shutoff valve itself wasn't hot. He then closed the shutoff valve, then opened it, then the radiator heated up. At this point, he just blamed it on water in the valve.

I put on the old maid-o-mist steam valve after he left and the radiator didn't heat up again. Replaced this valve w/ another brand (the generic one that Home Depot carries) and it still didn't heat up. It only heats up if I leave the steam valve off the radiator...

Hope that describes things better...
