Relief Valve Venting

I had a new Lennox GWB8 residential boiler installed per my original message below. Now I find that the boiler heats up, the pressure goes to 30psi and the relief valve vents. The installing company sent the installer back and after insisting that I must have touched something, released some water and left. The boiler still went to overpressure and vented. I called them back and insisted they send somebody else out. The new guy said the pressure reducer was set wrong in the factory and that the pressure should be 12psi. (I don't know what it was.) He reset the pressure and after he left I found that he set the pressure to less than 10psi. But the boiler is still going to 30psi and the relief valve is venting. Could there be water in the expansion tank? I was under the impression that there is a diaphram in the tank to prevent this. What else might be wrong? Could it be configured wrong? They didn't leave me with any manuals.
