Some believe that with the pressure reducing valve, the boiler pressure should hold back the feeder water line pressure and only take water when needed. Problem is a leak could flood a basement. Prefer a low water cut-off to stop boiler when water level drops. The expansion tank was not replaced with the new boiler? If both top and bottom half of the expansion tank is hot when pressurized, tank is bad and you will dump water out the relief.
