He can raise his oil line; but that means less available oil and the sludge continues to collect to raise the line again.

Some chemicals will dissolve wax and absorb some water; but there is no guarantee as to how much and how well. Many oil companies already have oil additives to minimize collecting water and sludge. A clean tank means less probability of oil burner shutdowns.
