water in oil tank

My friend has an underground oil tank. Boiler occasionally shuts down when level of oil tank is low. OIl burner service says to pump out contents of tank, and if necessary replace tank. Any suggestions to save my friend money: can he (1) raise up his oil line, and (2) is there a chemical treatment he can add to eliminate the water.
